イギリスの会社法では、株主が払い込みを約束しているがまだ払込みがされていない資本を、このように呼ぶようです。
会社が引き受け手に払い込みを催促する（call　up）するのでこういう言い方になるのでしょう。

「一部払込済資本」と訳されるようです。

実務的には日本の未行使の新株予約権と似ている感じですね。
